Political Actions
Political actions cover all acts of diplomacy, trade and communications. Realms may take as many political actions as they can pay for with available Resources on their turn. Each actions has a cost to Pay on the turn the action is taken, and may also have an Upkeep cost to be paid for each turn the effect of the action is maintained. If a player is unable to afford the upkeep the effect of the action ends.
β Send Message
Pay: 1 Influence π , 1 Wealth πͺ
Benefit: Temporarily creates a Messenger (Speed 2 π£ Might 1 βοΈ) to deliver a written message to another Realm
In order for Realms to communicate they must use the Send Message action. They may then write their message and deliver it by a method agreed upon with the other players and GM.
Messages must travel over the map to reach their destination, and may only be read by the recipient on the turn in which they arrive. Each message sent has its own Messenger. Treaties and exchanges must also be sent by the Send Message action. The Send Message action must be taken for each recipient of a treaty or exchange. The exception is when the Draft Treaty or Offer Exchange actions are taken as part of an Assembly.
Assembly - an event where players may freely talk without need of the Send Message action
When the Send Message action is taken it temporarily creates a Messenger. Messengers have Speed 2 π£ for travelling to their destination. This means a Messenger can travel to any location, and back again, within 2 Regions of their starting position before the end one turn. Should their destination be more than 2 Regions away, then they advance across up to 2 Regions each turn until they deliver their message. Messengers do no initiate combat or contribute to any combat rolls. Should a Messenger be attacked, they have Might 1 βοΈ to defend themselves.
After the message has been delivered, the Messenger travels across the map to their home Realm Upon their return they disband and cease to be a Messenger.
It is suggested to have a limit of 2000 characters for one message and to permit up to 1 image to be included with it. Images with text should count towards the total character limit.
β Send Reply
Pay: Free πͺΆ
After receiving a message or exchange, a Ruler may send a reply back to the sender at no cost. The message travels at the Speed π£ of the Messenger who delivered it. Once the reply is returned, any further communique must be sent by the Send Message action. Realms cannot Send Reply indefinitely.
β Draft Treaty
Requirement: Send Message action or Assembly
Pay: 2 Influence π , 1 Wealth πͺ
Upkeep: 1 Influence π for all Realms who sign unto the treaty, should the treaty provide an ongoing effect.
Benefit: Written agreement.
Realms come to an agreement they want to put in writing and sign a treaty. A treaty can have any number of statements, that may may cover an diplomatic arrangement the participating Realms may desire. Statements in treaties might be agreements to form an alliance, a vassal relationship, a non-aggression pact, the terms to bring an end to conflict, or an arrangement to share the patrol duties of a Region.
This treaty is then delivered by the Send Message action, or is discussed during an Assembly. Upon delivery, receiving Rulers may then take the Sign Treaty to join the agreement.
Signees of the treaty may choose to renounce the treaty and immediately end any upkeep cost for themselves. Should the original drafter of the treaty choose to renounce it, or fails to pay the upkeep cost, then the Treaty ends for all participating Realms.
Should a Realm intentionally violate the terms of the treaty, then the treaty ends for all participants. In addition, the offending Realm has their available Influence reduced to 0 π at the start of their next turn, for one turn.
β Sign Treaty
Pay: 1 Influence π
Upkeep: 1 Influence π should the treaty provide an ongoing effect.
Benefit: Written agreement.
Having received a treaty from another Realm, a Ruler may sign it by paying 1 Influence π . On all following turns they must continue to pay 1 Influence π in upkeep. If this Upkeep can no longer be paid then the Realm leaves the treaty and loses any benefits therein.
β Renounce Treaty
Pay: Free πͺΆ
A Realm taking this action voluntarily and immediately ends its participation in a treaty it has previously signed or drafted.
β Offer Exchange
Requirement: Send Message action or Assembly
Pay: 2 Influence π , 1 Wealth πͺ
Upkeep: Resources agreed to.
Benefit: Exchange property controlled by the Realm
Rulers may offer to trade or gift something under their direct control. This would include Resources, Regions, Locations, Settlements and Armies. More abstract trades, such as an offer to enter into an alliance, may fall under the Draft Treaty action instead. First the Ruler makes a list of what is offered, and if they desire, they make a list of what is requested in return. An Exchange may include any numbers of items offered and requested.
This Exchange is then delivered by the Send Message action, or is discussed during an Assembly. The receiving Ruler may take the Accept Exchange action to complete the trade, or the Send Reply action to send back a counter offer, under the normal rules for replying to a message.
The exchange is then completed at the start of the next turn.
Most exchanges are a single trade, but an exchange may offer an ongoing supply of resources each turn. As soon as this upkeep cannot be paid, the supply cannot be maintained and the terms of the exchange end immediately. As a Special Resource, trading of Might or Influence is still considered trading resources and may be an ongoing trade.
β Accept Exchange
Pay: Free πͺΆ
Having received an offer from another Realm, a Ruler may accept the exchange to receive the agreed upon trade or gift at the start of the next turn. They may instead take the Send Reply action to make a counter offer for the exchange.
β Announce Assembly
Pay: 3 Influence π , 2 Wealth πͺ
A Realm announces its intent to hold an Assembly. All other Realms, known to the host Realm, are automatically invited at the start of the next turn. The date of the Assembly is chosen by the host Realm. The location of the Assembly must be under the host Realmβs control.
During an Assembly, all Rulers may free talk without the need for the Send Message action. The terms of the Draft Treaty and Offer Exchange actions may also be discussed freely, but the Influence π cost must still be paid.
It is suggested that an NPC Realm hosts an Assembly once every year or two (4-8 turns) if players do not. Keep in mind that a particularly large map with frequent assemblies may deter players from using the Send Message action at all.
